VACCHO assumed a training role in 2000 in response to an analysis of Aboriginal Health Worker training needs conducted in 1999. The member organisations of VACCHO (all Aboriginal Community Controlled Health Services in Victoria) were supportive of this added role and VACCHO became the first Indigenous RTO to deliver training to Aboriginal Health Workers following on from the ground breaking work of Koori Kollij.
Until 2008, the core training delivery has been in qualifications in Aboriginal Primary Health Care to Aboriginal Health Workers employed in the VACCHO Member Services. Recent developments in the Aboriginal Community Controlled Health sector have included:

the establishment of a series of national qualifications for Aboriginal Health Workers ranging from Certificate II level through to Advanced Diploma,

expansion in service delivery by VACCHO member services,
-
emerging requirements for accreditation of member services, and
-
recognition by Commonwealth and State governments that Aboriginal Health workforce development and skills shortages need to be addressed.
The VACCHO ETU strives to take up the challenges emerging from these events and is taking a leading role in Community capacity building efforts. In addition to delivering Aboriginal health education programs, the ETU deliver programs and projects related to Aboriginal Health in fields such as:

Aboriginal In-home Support

Improving the Culture in Hospitals.
A key success factor for the ETU is the ability to assist in developing community capacity through strategic partnerships with government departments, other key health agencies and research bodies. The VACCHO ETU strives to operate as a dynamic and responsive provider of Vocational Education and Training to the Aboriginal Community Controlled Health sector.
